Declara Situação de Emergência nas áreas afetadas por Estiagem no Estado do Rio Grande do Sul.

O GOVERNADOR DO ESTADO DO RIO GRANDE DO SUL, no uso da atribuição que lhe confere o art. 82, inciso V, da Constituição do Estado , de conformidade com a Lei Federal nº 12.340 , de 1º de dezembro de 2010, bem como a Resolução nº 3 do Conselho Nacional de Defesa Civil,
considerando a predominância do fenômeno La Niña que se caracteriza pela chuva abaixo da média;
considerando que as principais culturas de grãos estão sendo fortemente atingidas pela estiagem;
considerando os impactos provocados pelas perdas comprovadas no rendimento e na produção das culturas de grãos, sobretudo nas lavouras de milho, feijão e soja;
considerando os dados apresentados pela Associação Rio-Grandense de Empreendimentos de Assistência Técnica e Extensão Rural - EMATER/RS informando o cálculo de estimativa de perda econômica da ordem de R$ 2.080.000.000,00 (dois bilhões e oitenta milhões de reais) em relação à safra 2010/2011; e
considerando o Relatório Técnico enviado pela FEPAGRO por meio do Ofício nº 005/2012 - GAB/FEPAGRO, com o relato de que nos meses de novembro e dezembro de 2011 o volume de chuva acumulada foi abaixo da média em praticamente todas as regiões do Estado, DECRETA:
Art. 1º Fica decretada Situação de Emergência nos Municípios relacionados no Anexo Único deste Decreto, provocada por desastre relacionado com a redução das precipitações pluviométricas, estiagem.
Art. 2º Confirma-se, por intermédio deste Decreto, a mobilização do Sistema Nacional de Defesa Civil, no âmbito estadual, sob a Coordenação da Defesa Civil Estadual - CEDEC.
Art. 3º Os Órgãos do Sistema Nacional de Defesa Civil - SINDEC, sediados no território do Estado, ficam autorizados a prestar apoio suplementar aos Municípios afetados pelo desastre, mediante prévia articulação com o Órgão de Coordenação do Sistema, em nível estadual, e de acordo com o planejado com a devida antecipação.
Art. 4º Este Decreto entra em vigor na data de sua publicação, devendo vigorar por um prazo de 90 (noventa) dias.
